Project Overview
The La Paloma Middle School modernization and expansion project was initiated by the Brawley Elementary School District to provide improved educational facilities and site infrastructure for students and staff. Nielsen Construction California, Inc. served as the general contractor, and Westcon Construction was selected to perform the site concrete package, which was integral to circulation, accessibility, and functionality across the upgraded campus.
This work included flatwork, ramps, sidewalks, curbs, gutters, stairs, and ADA-compliant site improvements, ensuring the school facilities meet current code requirements and provide long-term durability.
Scope of Work
Westcon's responsibilities included:
- Flatwork & Hardscape -- Large-scale PCC flatwork and paving across the campus.
- Curbs, Gutters & Sidewalks -- Installation of new circulation and drainage features.
- ADA Accessibility Features -- Ramps, stairs, and pathways constructed to meet current accessibility standards.
- Site Improvements -- Integrated pedestrian paths, building pads, and playground access points.
- Coordination with Other Trades -- Alignment with landscape, structural, and MEP scopes to ensure seamless integration.
Key Challenges & Solutions

All work had to be performed around active school operations and district timelines. Westcon phased construction to minimize impacts on staff, students, and community access.
2. Prevailing Wage & Compliance
As a public school project, Westcon adhered to DIR prevailing wage requirements, certified payroll reporting, and compliance with state labor code provisions.
3. Large-Scale Coordination
With multiple subcontractors active onsite, Westcon coordinated daily with Nielsen's project team to align schedules and ensure efficient sequencing of site concrete with building construction.
